Usually when you get someone to sign up, at first they will appear as 'not completed' on the 'My Status' page. This is because they have not yet completed an offer or the offer is yet to be validated.
They may not complete an offer at all, and therefore are not counted as a referral.
You can always try convince them, their email is supplied beside their referral id.
It is not unusual to have more of your sign ups marked as 'not completed' then 'Completed'.
